Premier’s Directive to the Victorian Government Business Office Network for 2009-2010
Introduction
In the Seizing Global Opportunities statement released in 2007 the Victorian Government committed to the development of an annual Premier’s Directive setting out priorities and objectives for Victoria’s international network. With the progressive appointment of new Commissioners for Victoria under the Agent-General and Commissioners for Victoria Act 2007 priorities for the Victorian Government Business Office (VGBO) network for 2009/2010 have now been developed.
The VGBO network currently includes Offices in twelve locations: London, Frankfurt, Dubai, Bangalore, Kuala Lumpur, Shanghai, Hong Kong, Nanjing, Tokyo, San Francisco, Chicago and New York.
The Objectives of the VGBO network
Victoria performs on a global stage in trade and related activities including
education, tourism and cultural activity and events. The VGBO network plays a pivotal role in enabling our State to perform strongly, assisting us to overcome the barriers of distance and scale within an increasingly crowded and competitive international arena.
As set out in the Seizing Global Opportunities statement, the primary mission of Victoria’s international network will be to continue to support the greatest possible participation by Victorian enterprises and organisations in the international economy, and to maximise the value created through Victoria’s international engagement.
In this regard the VGBOs play an integral part in the Victorian Government’s investment attraction program aimed at attracting new foreign direct investment to Victoria. The Offices also play a key role in the delivery of the programs aimed at facilitating the development of export opportunities for Victorian businesses in their respective regions.
In addition a number of the VGBOs provide critical support to other specialist Victorian Government international programs and activities including the attraction of skilled and business migrants and the promotion of Victoria’s international education providers.
More generally and on a ‘whole of Government’ basis the VGBOs play an important role in raising the profile of Victoria internationally as well as supporting both in bound and out bound ministerial visits and other Government exchanges.
Finally the VGBO network provides valuable in-market intelligence on international issues and developments that may affect Victoria in an increasingly globalised economic and social environment.
The Priorities for the VGBO Network
While the VGBO network has a broad whole of Government responsibility, at the core of each Office’s work is the trade and investment relationship. Accordingly, through the Department of Innovation, Industry and Regional Development, the following priorities have been developed for each of the Victorian Commissioners and the Agent-General for Victoria.
