Policy
Purpose
Policy provides strategic policy, planning and coordination, governance services and Ministerial services for the Department whilst also ensuring that the interests of industry are acknowledged in the development of infrastructure, infrastructure markets and business regulation.The Division has primary responsibility for:
- Identifying and communicating the strategic policy context for the Department
- Developing and maintaining the evidence base to inform policy development
- Shaping and coordinating the whole of Department policy agenda and providing expertise to lead and support policy development
- Driving the integrated management planning cycle including the development of strategic plans, policy/initiative design, business case development and performance reporting
- Managing DBI's service and asset management strategies
- Managing DBI’s evaluation program and implementing the Department’s Evaluation Framework
- Providing and coordinating Ministerial support to all DBI's Ministers
- Overseeing the management and governance of the Department’s statutory organisations
- Providing advice on developments in economic infrastructure with particular reference to the energy, water and transport sectors
- Providing advice on current regulation and proactively identifying other regulatory issues requiring reform on a sector-by-sector basis

Policy and Research (P&R) is responsible for policy leadership within DBI on major issues impacting on Victoria’s economic development, in the short, medium and long term. The branch maintains an economic database and is responsible for the analysis of trends and the identification and analysis of major economic drivers as well as the preparation of advice relating to possible Government responses.
P&R also provides policy advice on issues relating to specific industry sectors, trade and investment and the development of strategies to support other divisions in DBI.
Policy Projects is responsible for the establishment and operations of the Premier's Industry Roundtable and the Industry Sustainability Working Committee. Working in collaboration with DBI divisions and other Departments, the branch leads and manages strategic policy and research projects for these bodies and the Department.
Regulation Reform provides advice to portfolio Ministers and the Secretary on current regulation as well as proactively identifying other regulatory issues requiring reform on a sector-by-sector basis. The branch works closely with other areas of DBI and with relevant regulatory bodies across the Victorian and Australian Governments.
Strategic Planning and Ministerial Services (SP&MS) drives the integrated management planning cycle, including the preparation of the Department’s strategic and business plans, the annual budget strategy and business case development, policy and initiative design and performance measurement and reporting.
SP&MS also coordinates Ministerial support to all DBI Ministers including the Cabinet and Parliamentary process. The branch is responsible for the Department’s Asset Management Strategy and implementing the DBI Evaluation Framework.
